I say it should go further. Cloaks make ratting/mining in 0.0 risk free for any hostiles. Soon as local is bumped beyond 1, all you need to do is align - warp - cloak. Person can't find you they move on and you resume ratting. It's that good a system the macro ravens do it ffs, and it cannot be countered using any game mechanic.
Before ppl harp on about disadvantages these mean nothing if you aren't pvping at the time. What's worse is it can be fitted to practically any ship.

Thats the point, people want to find it and kill it, if that isnt pvp, what is?
Reread my post. Cloaks disadvantages only matter if you fit it to your ship and pvp in it (Provided it aint a recon or cov ops frig). If you're doing anything else there are no real consequences to its use and it grants you ultimate invulnerability from any player looking to kill you.

but you must know cloaks are not the same because once you see me its over i am not cloaked i am as good as a non-cloaked ship with one less slot
This doesn't make sense. Part of cloaking is to not get uncloaked. If you do you have failed. If you die you deserve it. What am I missing here?
